Some one hundred thousand or more North Korean people have fled or are now fleeing from North Korea to avoid starvation and oppression. Most of these North Korean refugees are scattered and live miserably in neighboring countries under the threat and fear of coercive repatriation. Media coverage, as well as testimonies from the refugees themselves, has somewhat raised the general publics awareness of the plight of North Korean refugees.
But this is not enough.
We cannot remain passive spectators to the misery and pain of North Korean refugees. We are very grateful to the United Nations for its efforts to promote peace and human progress throughout the world. In this regard, we express our heartfelt appreciation and respect. But, as part of their international responsibilities, we petition the United Nations to recognize and extend international aid to North Korean refugees.
As signers of this petition, we respectfully request the following from the United Nations:
1. We solemnly request the United Nations to recognize the North Koreans who have fled or are fleeing from North Korea as refugees under international law. They are not infiltrators, but people who need aid and intervention on their behalf from an international organization such as the United Nations.
2. We also request that steps be taken to stop the forced repatriation of North Korean refugees immediately. We also request that they be provided with safe shelter from such threat of repatriation.
